DOXA SPG – Women and Minority-Owned Business Entity Certifications

Doxa Special Projects Group (“Doxa SPG”) has successfully completed the New York City and New York State Women and Minority-Owned Business Entity (“WMBE”) certification process on behalf of our client. Being certified as a WMBE for New York City and New York State allows our client to pursue contracting opportunities with City and State government agencies who have 30% WMBE (15% MBE, 15% WBE) allocation goals on most of the contracts they award. Our client is now in a position to capture the full 30% procurement allocation in the field of services they provide.
For Federal contracting opportunities, Doxa SPG helped our client receive the Disadvantaged Business Enterprise (“DBE”) certification. This is the equivalent certification as the WMBE for the Federal government and allows our client to bid on projects that have specific allocation goals for DBE’s. With these certifications, our client can now pursue City, State and Federal contracting opportunities that have specific earmarks for women and minority-owned businesses.
Doxa SPG worked closely with the New York City Department of Small Business Services to apply for our client’s WMBE certification. On the State level, we worked closely with the Empire State Development’s WMBE office to be awarded the certification.
On the Federal level, Doxa SPG worked closely with the U.S. Department of Transportation and the Port Authority of New York and New Jersey to apply for and obtain the DBE certification for our client.
Now that the certification process is complete, Doxa SPG will help our client navigate through the procurement process and the completion of Request for Proposals (“RFP”) what have specific allocation goals for women and minority-owned businesses.

Christoper Vulliez
Christopher Vulliez founded Doxa SPG in January 2017. Prior to Doxa SPG, Chris was Managing Director of
Washington Square Analytics, Inc., where he ran all of the firm’s corporate finance, due diligence and risk
mitigation projects. Chris has been conducting financial analysis, corporate research and due diligence on companies globally for the last 23 years. Previously, Chris was a co-founder and Portfolio Manager at Cadmus Capital Management, Portfolio Manager at Perry Capital and senior research analyst at Brahman Capital Management. Chris began his career at Dillon Read & Co, Inc. as an investment banker in the mergers and acquisitions department. Chris received a B.A. in Economics from Columbia University.
